The line is deliberately provocative, since healthy food can genuinely be unaffordable or inaccessible, and the World Health Organisation estimates that around three billion people globally cannot access safe, nutritious and sufficient food.

Governments can use regulation, labelling and carefully designed fiscal measures to make the healthier choice the easier one, tools the World Health Organisation itself recommends.
